The Problem
No Standard Was Solving
When LegacyGrid began structuring AI infrastructure partnerships with HBCUs and colleges, a consistent problem emerged: there was no independent, verifiable standard for what a responsible AI data center actually looks like. Developers made claims. Utilities made promises. Schools were asked to sign agreements based on marketing language with no accountability mechanism.
Existing green building certifications like LEED and Energy Star were not designed for the specific demands of AI data centers — particularly the grid impact, water consumption, community benefit requirements, and workforce commitments that matter most to HBCU communities.
LegacyGrid began developing EDC Certified™ to fill that gap — not as a marketing tool, but as a genuine accountability framework that schools, communities, and regulators could rely on to verify that AI infrastructure partners are delivering what they promised.

The EDC framework is built around four core principles. Each one represents a dimension of responsible data center operation that LegacyGrid believes must be independently verified — not self-reported.
PILLAR 01 — EFFICIENT
Energy and Resource Efficiency
An efficient data center is not just one that uses less power — it is one that uses power intentionally. Efficiency means optimizing PUE, minimizing idle draw, right-sizing cooling, and ensuring that every watt consumed by compute is doing productive work. LegacyGrid's EDC framework requires documented efficiency baselines, improvement targets, and measured outcomes — not marketing claims.
PILLAR 02 — RESILIENT
Grid and Operational Resilience
A resilient data center can absorb grid stress without becoming a liability to the communities around it. Resilience means battery energy storage, backup power architecture, demand response participation, and a documented continuity plan. In Texas, where ERCOT operates as an isolated grid, resilience is not optional — it is a condition of responsible operation.
PILLAR 03 — TRANSPARENT
Verified Claims and Public Accountability
Transparency means that performance claims are backed by evidence — not marketing language. An EDC-aligned data center publishes its actual energy use, water consumption, grid impact, and community benefit outcomes. Claims are verified by independent reviewers, not self-reported. The public registry is the accountability mechanism.
PILLAR 04 — COMMUNITY-ACCOUNTABLE
Institutional and Community Benefit
A data center built on or near an HBCU campus must deliver measurable benefit to that institution and community — not just lease revenue. Community accountability means documented workforce commitments, student pathways, local hiring, small-business participation, and enforceable community benefit agreements. The school and community must be able to verify that promises are being kept.
