When the news broke out of Nashville — the protests at the gates, the packed town hall at Lee Chapel A.M.E. Church, the petition with thousands of signatures, Rep. Justin Jones standing outside his alma mater calling the proposal an act of extraction — it was not surprising. This pattern has been developing across the country. The same questions are surfacing at HBCUs from Texas to Tennessee: who benefits, who bears the cost, and who gets to decide.

The Situation
In May 2026, Fisk University in Nashville, Tennessee announced a proposal to build a 30-megawatt data center on its campus as part of a $1 billion "Quantum Leap" master plan. The proposal immediately drew opposition from alumni, current students, Nashville community members, and the NAACP.

He is right about the pattern. But the answer is not to stop the data center. The answer is to build the right one.
Root Cause Analysis

A conventional data center adds diesel backup generators. Diesel combustion produces nitrogen oxides — the direct precursor to ozone — and particulate matter PM2.5, the pollutant most directly linked to asthma. These generators are tested regularly, up to 100 hours per year, and run continuously during grid outages. As grid operators increasingly curtail large loads during peak demand, generators run more frequently. This is not hypothetical. It is already happening in Texas and Virginia.
Using the industry standard Water Usage Effectiveness metric of 1.9 liters per kilowatt-hour, a 30MW facility operating at full capacity consumes approximately 132 million gallons of water per year — equivalent to the annual water use of 1,200 households, drawn from Nashville's municipal system. Eighty percent of that water evaporates. It does not return to the local water cycle.
The Tennessee Valley Authority's 2025 published carbon dioxide emission rate is 721.69 pounds per megawatt-hour. A 30MW facility consuming approximately 263 million kilowatt-hours per year generates roughly 86,100 metric tons of CO₂ annually — equivalent to the emissions of 18,700 passenger vehicles added to the Nashville grid.
Data center cooling systems operate continuously at 65–85 decibels at the source. Diesel generator testing reaches 85–105 decibels — equivalent to a chainsaw — for hours at a time. The EPA's residential noise standard is 45 decibels outdoors and 35 decibels indoors at night. A conventional facility at this scale would likely exceed those thresholds for adjacent dormitories and public housing without significant acoustic engineering investment that has not been mentioned in any public disclosure.
The Alternative

BESS systems are near-silent in operation. They respond faster than diesel generators to grid interruptions. They can be charged during off-peak hours using renewable energy. Duke University's Nicholas Institute for Energy, Environment and Sustainability concluded in a 2026 report that battery storage has great potential as a data center backup power source. We are asking you to demand five things from your administration before any vote or ground-breaking: the cooling technology type, the backup power source, the annual water consumption projection, the operator's identity and environmental track record, and an independent technical review against the EDC standard.
The Bigger Picture
The Fisk case is not unique. It is the template.
There are more than 100 HBCUs in the United States. Every one of them is facing some version of the same pressure: federal funding cuts, enrollment challenges, aging infrastructure, and a technology industry that has identified HBCU campuses as attractive sites for AI infrastructure — precisely because financial pressure reduces negotiating leverage.
If Fisk accepts a conventional deal with no independent review and no enforceable protections, every operator approaching the next HBCU will cite Fisk as the precedent. The pattern Rep. Jones named — extraction — becomes the standard.
If Fisk demands the EDC standard — or if the community, the legislature, and the NAACP demand it on Fisk's behalf — it becomes the new benchmark. Every HBCU after Fisk negotiates from a stronger position. Every community adjacent to an HBCU data center gets the protections that 37208 is currently fighting for without a framework to point to.
