Why Texas

Texas Is the Most Important State for HBCU AI Infrastructure Development

Texas has more HBCUs than any other state except North Carolina. It operates on an independent power grid (ERCOT) that has significant renewable energy capacity and is actively expanding to meet growing industrial load. It has some of the most active data center markets in the country — Dallas-Fort Worth, Houston, Austin, and San Antonio — and it has state-level economic development infrastructure that supports large-scale industrial development.

Texas HBCUs are positioned across all of these corridors. PVAMU is in the Waller County corridor adjacent to one of the most active data center development zones in the state. TSU is in Houston's Third Ward, inside the Houston metro market. Wiley College and Texas College are in East Texas, where industrial development has been accelerating. Paul Quinn and Southwestern Christian are in the DFW metro. Huston-Tillotson is in Austin. St. Philip's is in San Antonio.

The question is not whether AI infrastructure will come to the corridors where Texas HBCUs are located. It is whether those institutions will be positioned to shape the terms when it does. LegacyGrid's Texas network is designed to ensure they are.
